Addis-Abeba, le 7 février 2019 - Des systèmes alimentaires durables et sains sont essentiels pour parvenir à un monde libéré de la faim et de la malnutrition, ainsi que pour réaliser l’Agenda 2030 du Développement durable de l’ONU et l’Agenda 2063 de l’Union africaine.

Un événement de haut niveau s’est tenu à Addis-Abeba, en Éthiopie, à l’occasion du 32e Sommet ordinaire de l’Union africaine, au cours duquel a eu lieu le lancement africain du rapport de la Commission sur l’alimentation, la planète et la santé, intitulé « Nourishing Africa through improved nutrition and sustainable food systems » (« Nourrir l’Afrique par une meilleure nutrition et des systèmes alimentaires durables »).

L’Afrique reste le continent où la prévalence de la sous-alimentation est la plus élevée au monde, avec une personne sur cinq affectée et 59 millions d’enfants souffrant de malnutrition chronique. Les carences en micronutriments, l’obésité et les maladies chroniques liées à l’alimentation augmentent et créent un triple fardeau de la malnutrition.

Ce fléau provenant des habitudes de consommation des pays développés serait la plus grande menace pour la trajectoire de développement de l’Afrique. Il est plus que jamais urgent de tirer les leçons des erreurs commises dans les autres régions du monde et d’adopter une politique alimentaire durable.

Rédigé par un groupe de 37 scientifiques du monde entier, qui ont collaboré dans le cadre d’une commission formée par la fondation EAT et la revue médical The Lancet, le rapport vise à fournir le premier examen scientifique complet de ce qui constitue une alimentation saine à partir d’un système alimentaire durable, et quelles actions peuvent accélérer la transformation des systèmes alimentaires.

M. Ibrahim Assane Mayaki, Secrétaire exécutif de l’AUDA-NEPAD, a déclaré : « La plupart des parties prenantes sont convaincues que nous devons relever les défis de la nutrition en Afrique.  C’est pourquoi le présent rapport met en lumière un domaine critique, celui de la réorientation de la production agricole, qui ne se limite plus à la simple production de denrées alimentaires en grandes quantités. La qualité des aliments produits doit s’améliorer durablement. »

Il a en outre souligné que les solutions aux défis auxquels le continent est confronté comprennent notamment la connexion des petits exploitants agricoles aux marchés, la mise en valeur du potentiel des marchés informels qui offrent un accès facile et abordable à la nourriture, et la promotion de l’intégration régionale afin d’avoir des marchés régionaux qui fonctionnent.

Mme Sacko Josefa Leonel Correa, Commissaire à l’économie rurale et à l’agriculture de l’Union africaine, a salué le rapport de la Commission EAT Lancet pour avoir souligné ce qui doit être fait pour parvenir à une meilleure nutrition. « Il est possible de nourrir le monde entier de manière durable », a réaffirmé la commissaire.

Gunhild Stordalen, président exécutif de la Fondation EAT, a déclaré : « Si nous faisons les choses correctement, la nourriture peut constituer un outil puissant pour l’action et le changement. Grâce à ce rapport, nous remettons en question la manière dont nous pouvons nous assurer que nous produisons réellement les aliments dont nous avons besoin pour une meilleure nutrition et une meilleure durabilité. »

Les conclusions de ce rapport s’inscrivent dans la continuité des visions de l’Agenda 2063 – L’Afrique que nous voulons et des 7 principes de Dakar du NEPAD.

La Commission EAT-Lancet constate :

• Les régimes alimentaires sains comprennent la qualité et la quantité des aliments, la satisfaction des besoins énergétiques quotidiens des individus (± 2500 kcal par jour) avec une consommation d’environ 50% de fruits et légumes frais, 30% des besoins énergétiques provenant des céréales, de préférence des grains entiers, une plus grande proportion de haricots et légumes secs dans l’alimentation et une consommation plus modérée de viande allant de 0-186 g par jour.
• Les objectifs scientifiques pour l’environnement proposent des limites à la production alimentaire pour assurer le fonctionnement et la résilience des systèmes terrestres. La Commission fixe des objectifs scientifiques pour les émissions de gaz à effet de serre provenant de l’agriculture, des objectifs d’utilisation de l’eau pour préserver les débits environnementaux, des objectifs d’application de l’azote et du phosphore pour limiter la pollution de l’eau tout en réduisant les écarts de rendement, des objectifs terrestres pour protéger les stocks de carbone biologique et des objectifs en matière de biodiversité pour mettre un terme à la perte de la biodiversité.
• À l’échelle mondiale, nous pouvons nourrir une population de 10 milliards de personnes en 2050 dans des limites environnementales, mais cela nécessitera des efforts considérables pour passer à des régimes alimentaires sains, réduire de moitié le gaspillage et les pertes alimentaires, et augmenter durablement la production alimentaire en réduisant les écarts de rendement.

L’adhésion aux conclusions du rapport permettrait de relever bon nombre des défis décrits ci-dessus et de réaliser des progrès sans précédent dans la réalisation de l’Agenda 2063  pour l’Afrique et de l’Agenda 2030 des Nations unies. L’action en Afrique et par l’Afrique elle-même, menée par les gouvernements africains avec l’appui de partenaires internationaux des secteurs public et privé sera essentielle à leur succès.

The National Prosecution Agency (NPA) has withdrawn its appeal against the acquittal of Diane Shima Rwigara and her mother, Adeline Mukangemanyi Rwigara, The New Times can exclusively reveal.

Last month, Prosecutor General Jean Bosco Mutangana told journalists that his office would appeal the High Court decision to acquit the two on all charges against them.

The Rwigaras, alongside four others who were tried in absentia, were accused of inciting insurrection among the population, discrimination and sectarian practices.

Diane Rwigara faced separate forgery charges.

Faustin Nkusi, the Spokesperson of NPPA, told The New Times that their decision was based on the advice of the Attorney General.

« We appealed as Prosecution but there was a constitutional injunction by the Minister for Justice and Attorney General not to proceed with our appeal so we have decided not to proceed, » he said.

The Minister for Justice and Attorney General, Johnston Busingye, confirmed the development, saying that government was more interested in channeling public resources elsewhere.

« What the court acknowledged already is enough in the circumstances. There are better uses for public resources than pursuing this case in appeal, » he said.

Article 145 of the Constitution of Rwanda of 2003 as revised in 2015, states that in matters relating to prosecution of offences, the minister in charge of justice determines the general policy and may, in public interest, issue written instructions to the Prosecutor General to undertake or refrain from investigating and prosecuting an offence.

« The Minister may also, in cases of urgency and in public interest, issue written instructions to any Prosecutor to investigate and prosecute or refrain from investigating and prosecuting an offence and inform the Prosecutor General of such instructions, » it reads.

In December 2018, a three-person High Court bench ruled that the submissions by prosecution and the subsequent evidence presented did pin the accused but fell short of the beyond-reasonable-doubt threshold, which automatically favoured the accused

1. Denis Mukwege : l’homme qui « répare les femmes » en RD. Le gynécologue congolais, âgé de 63 ans est co-lauréat du prix Nobel de la paix 2018. Il a été récompensé pour son combat contre les violences sexuelles faites aux femmes. Denis Mukwege soigne depuis près de vingt ans les femmes violées et mutilées, victimes des guerres oubliées dans l’est de la République démocratique du Congo. Plus de cinquante mille femmes et filles ont été accueillies dans son hôpital de Bukavu.

2. Sahle-Wotk Zewde, la première présidente d’Ethiopie. Agée de 68 ans, elle est actuellement la seule femme chef d’Etat en Afrique, choisie à l’unanimité en octobre 2018.

3. Yacouba Sawadogo, le paysan burkinabè « qui a arrêté le désert ».Agé de 80 ans, Yacouba Sawadogo a été récompensé par le Right Livelihood Award, prix Nobel alternatif 2018, pour avoir « converti en forêts des terres infertiles ». Il n’a pas fait d’études scientifiques mais, a su trouver une solution pour régénérer les sols arides de son pays. « Ils ont dit que j’allais à l’encontre de la tradition. Ça m’a fait mal de l’entendre (…). Tout le monde se moquait de moi. Je n’ai rien dit », a-t-il déclaré

4. Diane Rwigara, une opposante rwandaise. L’opposante politique, 35 ans, était accusée d’incitation à l’insurrection. Elle vient de passer plus d’un an en prison avant d’être acquittée. Mais le parquet va faire appel. Diane Rwigara a été candidate à la présidentielle de 2017 au Rwanda. « J’ai l’énergie et le zèle pour continuer à me battre pour la liberté d’expression et les droits de l’Homme au Rwanda », a-t-elle assuré.

5. Evan Arar Adaha, chirurgien sud-soudanais. Le médecin sud-soudanais, 52 ans, lauréat du prix Nansen 2018 décerné par le Haut Commissariat des Nations unies pour les réfugiés, a consacré sa vie à soigner ceux qui fuyaient les violences au Soudan et au Soudan du Sud. Il est le seul chirurgien de l’hôpital de Bunj, au sud-est de l’Etat sud-soudanais, à effectuer jusqu’à dix opérations par jour. « Ce qui me rend heureux, c’est de me rendre compte que mon travail a épargné de la souffrance ou sauvé la vie de quelqu’un », a fait savoir le chirurgien.

Personnalité de la semaine : Nadine Claire Kasinge, Présidente Ishema Party

Madame Kasinge n’en revient pas et elle a raison : Comment se fait-il que pendant à peu près 28 ans que le Rwandais connaissent le FPR, il y ait toujours des gens qui tombent aussi facilement dans ses pièges ? L’actuelle responsable de Ishema Party, sans doute la plus jeune des leaders de l’opposition, ne mâche pas du tout ses mots, quand elle rappelle que c’est surtout les hommes qui ne résistent pas à la tentation et qu’ils aident le FPR à remplir ses mauvais desseins contre le peuple rwandais. N’étant plus capables de poser des actes viriles pour se soulever contre l’injustice, ajoute-t-elle, ils préfèrent plutôt trahir la population. Cape Town — 2018 started off with all eyes on Zimbabwe, particuarly since its change in government leadership in November 2017, when President Emmerson Mnangagwa took power from from former president Robert Mugabe – a move that no one except Mugabe calls a coup. So now attention turns to the economy, which is struggling. While Zimbabwe grapples with this Uganda, Ethiopia and Tanzania are loudly objecting to America’s forcing Africans to wear hand-me-downs, better known as secondhand clothing. While this is happening several organisations have decided to stop celebrities, mainly white « saviours » to rake in millions for their charity drives and use local African celebrities instead…

While this was happening, a massive bird landed in Tanzania , while Aliko Dangote was named Africa’s richest man AND wait for it, one of the most influential people in the world. Ethiopian Airlines is named the most successful airline in Africa, a title once held and long lost by struggling South African Airways. Then tumbling from her pedestal as Africa’s richest woman, Angola’s Isabel dos Santos lost lucrative oil contracts after President João Lourenço the leader who replaced her father, former president Jose dos Santos, nullified them. This could not have been part of her father’s plan…

Southern Africa is told it needs to consider harnessing natural gas for energy, while Silas Adekunle of Nigeria becomes the best robotics engineer in the world, after developing a gaming robot. All this as Ethiopia looks at easing its  water crisis but hits a snag again and China intends helping Tanzania to help the world go nuts for their Cashews!

The Time to Invest in Zimbabwe Is Now – Famous last words as Zimbabwe went through a turbulent 2018 with the biggest shake-up coming from the ouster of Robert Mugabe, the longest serving African president in history with over 30 years at the helm, in late 2017. His Zanu-PF party rival Emmerson Mnangagwa quickly took the reins and despite various attempts to kickstart the economy, the country is still struggling to convince investors that it is open for business and is a worthwhile investment. The Chinese government has not been put off though, throwing millions of dollars into various sectors including health, although this sector is ailing with lack of medicines, equipment and striking doctors. The country has also to decide on what currency reigns supreme here – the U.S. dollar, the South African Rand or the Chinese Yuan. The cost of living in the country has also skyrocketed seeing that the U.S. dollar is the currency of choice at the moment.

Ironically, President Louceno was chosen by her father former president Joachim Dos Santos to replace him.

The National Budget
While delivering the Budget Speech for financial Year 2018/19 in June, finance minister Matia Kasaija said: « Economic stability has been consistently maintained with the economy growing at an average annual rate of growth of 6.5 per cent for the last 30 years, together with fairly low inflation. »

He continued: « Madam Speaker, economic output is estimated to grow by 5.8 per cent during this financial year, higher than the performance of 3.9 last year. The size of the economy is now Shs101.8 Trillion equivalent to $ 27.9 billion. »

Recently while delivering his speech at the third NTV economic summit, Mr Kasaija said: « The economy expanded by 6.1 per cent in financial year 2017/18, higher than the 5.8 per cent estimate that I reported during my budget speech in June. »

But not many economic analysts in the room nodded in approval.

Actually, Professor Samuel Sejjaaka, one of the panelist implored the minister to recheck his figures claiming they were not in tandem with the reality on the ground.

CBR and private sector lending
To consolidate gains made in recent months, the Bank of Uganda (BoU) decided to retain the Central Bank Rate (CBR) at 10 per cent.

CBR generally means the rate of interest which a central bank charges on its loans and advances to commercial banks or a rate at which entities such as commercial banks can borrow from the central bank.

According to senior BoU technocrats, since the CBR was raised from 9 to 10 per cent in the last two to three months, slightly more than Shs18 billion were advanced to private sector as credit. To maintain the momentum and growth in private sector credit, the BoU monetary policy committee decided to maintain CBR for the month of December 2018 at 10 per cent.

« After setting CBR at 10 per cent, interest on lending hovered at between 19 and 20 per cent, » the executive director research, Adam Mugume, said in an interview after Governor Emmanuel Tumusiime-Mutebile declared the 10 per cent CBR for December 2018.

He continued: « This has been the best lending rate since 1993. Going forward, we expect to see the private sector borrowing more as the high lending rates weaken or at least remain at that rate for the first time in 25 years. »

Oover the last seven months, according to Dr Mugume, bank loans to private sector increased by Shs719.6b compared to the same period in 2017.

However, the private sector, although appreciative of the central bank gesture, through their apex body, the Private Sector Foundation Uganda (PSFU), demanded for more including curbing unnecessary government expenditure, all of which have an impact on the economy.

BuBu in Trade
During the review annual review of the sector, Trade minister Amelia Kyambadde acknowledged challenges experienced by industry players. She also insisted that her fight for better quality of Uganda’s locally produced goods will never cease, so is her support for ‘Buy Uganda, Build Uganda’ (BuBu).

This year also saw some four out of the six One Stop Border Posts (OSBPs) starting operations. These are Malaba, Busia, Mirama Hills and Mutukula. This has translated into reduced turn-around time from three days in FY 2015/16 to two hours in FY 2017/18.

This year also proved that Uganda is improving her exports in the region slowly despite several challenges. In the early 90s, consumer goods and personal care products were sourced from Kenya. This trend, according to experts, was largely driven by the effects of political turmoil that had collapsed much of Uganda’s industries.

According to BoU data, 10 years ago, Uganda sourced goods worth $375m (Shs1.3 trillion) from Kenya, a trend that peaked during 2011 to $657m (Shs2.4 trillion).

For the first time in over three decades, Uganda has exported more to Kenya than it is usually the case. According to Dr Adam Mugume, the BoU director research, in the last 11 months of 2017/18, goods from Kenya declined by 2.4 per cent, compared to the same period in 2016/17.

Battle line drawn over Digital Tax Stamps
Last week, Uganda Manufacturers Association (UMA), the Ministry of Finance and Uganda Revenue Authority (URA) were locked up in a meeting over Digital Tax Stamps (DTS) that the tax body is trying to introduce.

The manufacturers want it suspended on the grounds that it will increase the cost of doing business.

According to the manufacturers, they are already grappling with several challenges, among them the high cost of credit, power and inadequate infrastructure. They do not want to incur any extra expenses related to the technology.

The new stamps are part of URA’s efforts to combat illicit trade, seal revenue leakages, boost collections and increase efficiency in managing taxpayer compliance.

If implemented well, the tax collector says the digital tax stamp will enable manufacturers, distributors, retailers and consumers to track all goods throughout the distribution chain.

The manufacturers are, however, concerned about who will pay the bill due to this technology.

Uganda Airlines
Many thought this would be an early festive season present. A report carried by Aviation24.be, and comments by the Works Minister, Ms Monica Azuba had indicated that four jets which government ordered from Bombardier and Airbus will take to the skies in December–about now.

But this hasn’t happened yet.

Innovation
The year 2018 has also seen more banks move towards innovation to catch up mainly with financial technology. Banks have embraced the digital movement by creating mobile applications, credit, debit and visa cards as well as competitive products and services to attract and retain their customers.

Taxation
The tax man had a very busy year. The new tax amendments implemented in July (FY2018/19) saw introduction of mobile money and social media taxes. This caused massive brouhaha. To date it is still an issue that attracts emotion.

The mobile money tax initially charged at 1 per cent on all transactions, struck controversy after the President withdrew it saying it was erroneously passed. He said the law ought to have been 0.5 per cent only on withdrawals and asked Parliament to revisit it.

While the process took longer than expected, Parliament in November changed the law to 0.5 per cent chargeable on withdrawals only. But damage had already been done. The mobile money tax pushed some mobile money agents out of employment as Ugandans shunned the service.

Industry statistics indicate that more than half of mobile money transaction values had been lost from Shs866b in June to Shs475b in July when the tax was implemented.

Despite public outcry, the Shs200 tax daily tax charged on using social media platforms has left many Ugandans unhappy.

Withholding VAT
Part of the amendments in the Value Added Tax required designated withholding agents selected by the minister of Finance to retain 100 per cent of VAT on transactions. The law was resisted by the business community saying it would limit cash flow. The cries came to fruition in September after the Minister of Finance halted the law pending engagements with stakeholders.

Technology
Government declared that Uganda would start making her own smartphones.

Bank of Uganda revealed that a national payments policy would be drafted and sent to Parliament to regulate financial innovations and create a cashless Uganda. Telecom firm MTN saw its licence extended for another 10 years. This was after the approval of the National Broadband Policy which among others requires telecoms to list on the Uganda’s securities exchange prior to receiving a licence.

Standards
The country was awash with shock after Uganda National Bureau of Standards revealed findings of a baseline study indicating that 54 per cent of goods on the market are substandard. While the government body was proud of the drop from 80 per cent to 54 per cent, Ugandans were devastated at the news. Toilet paper, cosmetics, mattresses, electric gadgets, beverages topped the list of the substandard.

Controversy brewed over alleged fake eggs which the standards body disputed as sweets. Digital quality marks, the standards body said could save Uganda’s market from substandard products. A law making the quality mark mandatory for all manufacturers before distribution was introduced in July and the deadline is set for January 2019.

Insurance
The insurance continues to grow albeit the current low penetration of less than 1 percent. The sector has this year recorded gross written premiums of Shs658b as at the quarter ending September.

Despite being critically crucial, medical insurance is yet to be adopted nationally.

New players such AIG Uganda limited and MayFair Insurance Company Limited opened shop.

The sector also hosted reforms in the legal framework with the most controversial being the Cash and Carry regulation that is expected to be implemented next year. The regulation is envisaged to overturn the insurance industry as premiums will be paid on cash basis. Players are also optimistic that it will boost their performance.

Innovations in financial technology to extend insurance services such as motor third party payments reigned side by side the regulator’s fight against fraud through the new Anti-fraud unit.

Central Bank woes
Currently, Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) is investigating Bank of Uganda (BoU) over alleged irregularities in the closure of seven commercial banks some of which were shut down 20 years ago. Central bank senior technocrat flouted laws while trying to execute their mandate.

In a report to Parliament, the Auditor General, Mr John Muwanga, queried BoU officials on the flaws in the closure of Teefe Bank (1993), International Credit Bank Ltd (1998), Greenland Bank (1999), The Co-operative Bank (1999), National Bank of Commerce (2012), Global Trust Bank (2014) and the sale of Crane Bank Ltd (CBL) to dfcu (2016).

Trade information portal
As the year closed, the trade information portal was launched. With this portal, Uganda finally ticked one of the key boxes requiring member states to avail the necessary information pertaining to procedures, documentation, fees and other related charges relating to exportation, importation and transit of goods in an easily accessible platform.

So exporters and importers, now have no reason to complain about limited information to engage in cross border business.

Uganda Trade Portal is essentially an electronic platform developed by the ministry of trade, industry and cooperative with support from development partners such as the Trade Mark East Africa. These partners draw their funding from DFID among other partners, to provide all necessary trade information by the click of a button.

About three months ago, Cipla share price were on the high, recording an increase of 1.2 percent just days after its listing on the Uganda Securities Exchange (USE).

Cipla, which trades under the QCIL symbol, is the latest company to list on the USE six years after Umeme did so.

But last week, was terrible for CiplaQCIL after its share price dipped since it went public in August. The CQCIL share price dropped by 6.12 per cent to close the week at Shs230, the lowest price since listing.

Bolton said the plan was approved by Trump yesterday and will be executed « immediately » after an « intensive interagency process ».

He also pointed out that the release of the strategy comes two years earlier than President Barack Obama unveiled his Africa plan, saying he was proud to finalise this strategy for the Trump administration two years in to his first term.

Here is an excerpt of what Ambassador Bolton said:

« We prioritised this document with the understanding that lasting stability, indepedence, security, and prosperity on the African continent are in the interest of national security of the United States.

Under our new approach, every policy we pursue, every decision we make, every dollar of aid we spend will further US priorities in the region.

In particular the strategy addresses 3 core US interests on the continent:

First, advancing US trade and commercial ties with nations across region to the benefit of both the United States and Africa. We want our economic partners to thrive, prosper and control their own destinies. In America’s economic dealings, we ask only for reciprocity, never for subservience.

Second, countering the threat of radical Islamic terrorism and violent conflict.
Isis, Al Qaida and their affilates all operate and recruit on the continent, plotting attacks against American citizens and targets. Any sound US strategy twoards Africa must address this serious threat in a comprehensive way.

And 3rd, we will ensure that US taxpayer dollars used for aid are used efficiently and effectively. The United States will no longer provide indiscriminate assistance across the entire continent without focus or prioritatization, and we will no longer support unproductive unsuccessful and unaccountable UN peacekeeping missions.

We want something more to show for Americans hard-earned taxpayer dollars. Under our new African strategy we will target us funding towards key countries and particular strategic objectives. All US aid on the continent will advance US interest and help African nations move towards self-reliance. »

L’opposante rwandaise Diane Rwigara, critique du président Paul Kagame, a été acquittée par un tribunal de Kigali, jeudi 6 décembre, d’« incitation à l’insurrection et falsification de documents », des charges qui lui ont valu d’être emprisonnée pendant plus d’un an et dénoncées comme politiques par l’intéressée.

Selon le jugement, rendu par un panel de trois juges, « les charges retenues par l’accusation sont sans fondement ». La salle d’audience, remplie et dans laquelle avaient notamment pris place des membres de la famille Rwigara, a explosé de joie une fois la lecture de la décision achevée. Les cinq co-accusés de M^me Rwigara, dont sa mère, Adeline, ont également été acquittés.

Le tribunal a estimé que les critiques de Diane Rwigara contre le gouvernement, notamment lors de conférences de presse, ne constituaient pas une « incitation à l’insurrection », car elles s’inscrivent dans le cadre de son droit à la liberté d’expression garantie par la Constitution rwandaise et les lois internationales.

Les juges ont également estimé que l’accusation n’avait pas prouvé que M^me Rwigara avait falsifié des signatures dans le dossier présenté à la commission électorale en vue de sa participation à l’élection présidentielle de 2017. Le rejet de cette candidature avait été critiqué par des gouvernements occidentaux et des groupes de défense des droits humains.

Un pays hanté par le génocide de 1994

Le 7 novembre, l’accusation avait requis vingt-deux ans de prison contre Diane Rwigara et sa mère. Adeline Rwigara était accusée d’« incitation à l’insurrection et promotion du sectarisme », dans un pays encore hanté par le génocide de 1994 qui fit plus de 800 000 morts, essentiellement parmi la minorité tutsi.

Diane Rwigara, sa mère et sa sœur Anne avaient été arrêtées et emprisonnées en septembre 2017. Diane et sa mère ont été remises en liberté sous caution début octobre. La sœur avait recouvré la liberté un an auparavant, les charges pesant contre elle ayant été abandonnées.

Depuis son arrestation, Diane Rwigara dénonce des poursuites montées selon elle de toutes pièces par le régime pour la réduire au silence.

Le président rwandais, Paul Kagame, crédité de l’important développement d’un pays exsangue au sortir du génocide de 1994, est régulièrement accusé de bafouer la liberté d’expression et de museler toute opposition. Il a été réélu le 4 août 2017 pour un nouveau mandat de sept ans avec près de 99 % des voix. Une réforme de la Constitution adoptée par référendum fin 2015 lui permet de potentiellement diriger le pays jusqu’en 2034.

Activists Diane Rwigara and her mother Adeline have been acquitted of all charges brought against them. The High Court in Kigali brought the judgment today, after more than a year of legal proceedings against the Rwigaras.

« Diane and Adeline Rwigara should never have faced charges for expressing their views. While we welcome their discharge and acquittal, we are concerned that the right to freedom of expression remains under attack in Rwanda », Amnesty International’s Director for East Africa, the Horn and the Great Lakes, Joan Nyanyuki said.

« We call on the Rwandan authorities to build on this judgment and work towards developing greater tolerance and acceptance of alternative and critical views. The judgment must be a first step in reversing the ongoing trend of repression in Rwanda. »
